Federal DBE certification for socially and economically disadvantaged small businesses working on USDOT-federally-assisted projects in Louisiana; administered by DOTD for most of the state (New Orleans area applications via NORTA); ethnic minorities are presumed to meet the social disadvantage standard; personal net worth of each eligible owner must be under $750,000.
