Eligibility
Eligible firms are small businesses owned and controlled by socially and economically disadvantaged individuals, including women-owned firms that meet current USDOT DBE standards and NDDOT certification requirements.
Requirements
- Operate as a for-profit small business under USDOT DBE size standards.
- Show disadvantaged owner eligibility, ownership, and control under current DBE rules.
- Submit the DBE certification application through NDDOT's Diversity Compliance system when applications are accepted.
