Seattle Small Business Capital Access Program (CAP)

A loan principal paydown program where the City of Seattle pays down 20% of the loan principal (up to $30,000) on qualifying small business loans from participating community lenders. Reduces effective borrowing cost rather than providing direct grants.

About this program

Businesses do not apply for CAP directly — eligibility is determined by participating community lender at time of loan approval. Funded by Seattle's JumpStart Payroll Expense Tax.

Eligibility

For-profit, independently owned businesses located within Seattle city limits, in operation over 12 months, with active Seattle Business License and current B&O tax filings. Especially aimed at businesses with limited access to traditional financing.
