Race- and gender-neutral certification program for small businesses with annual gross income up to $1.5 million (excluding materials) to participate in NCDOT construction projects and be listed in the Directory of Transportation Firms.

Eligibility
Small businesses in North Carolina with annual gross income of $1.5 million or less (excluding materials) seeking to participate in NCDOT construction projects. A NC General Contractor's License is not required.
Requirements
- Annual gross income must not exceed $1.5 million excluding materials
- Must apply for SBE certification through NCDOT Contractual Services Unit
- Must be listed in the Directory of Transportation Firms prior to bidding
