MnDOT's Disadvantaged Business Enterprise (DBE) program provides procurement opportunities and goals for professional service firms owned by socially and economically disadvantaged individuals on federally-funded transportation projects.

Eligibility
Professional services firms owned by socially and economically disadvantaged individuals (women, racial minorities, and others meeting federal DBE criteria) that are certified through the MnDOT Unified Certification Program.
Requirements
- Must be certified as a Disadvantaged Business Enterprise through MnDOT's Unified Certification Program
- Must be a small business meeting federal DBE size standards
- Must be at least 51% owned and controlled by socially and economically disadvantaged individuals
