GEMS GEM$ On-Bill Financing Program
The GEM$ On-Bill Financing Program provides below-market rate loans to Hawaii's underserved ratepayers including small businesses and nonprofits to finance clean energy improvements such as solar PV plus storage, heat pumps, solar water heaters, and commercial energy efficiency upgrades, repaid through monthly utility bills. $18 million currently available.

Eligibility
Low-to-moderate income households, renters, small businesses, nonprofits, rural health centers, commercial tenants, homeowners, and multifamily rental properties in Hawaii. Available first-come, first-served.
Requirements
- Must be a Hawaii-based eligible entity (small business, nonprofit, homeowner, etc.)
- Must install qualifying clean energy improvements
- Must be a ratepayer of a participating Hawaii utility
