Requires contractors working on Illinois state-funded capital projects estimated at $500,000 or more to utilize apprentices for a percentage of total labor hours in each prevailing wage classification, supporting workforce development in construction trades.

Eligibility
Contractors and subcontractors performing work on Illinois state-funded capital construction projects with an estimated cost of $500,000 or more. Applies to all prevailing wage classifications on covered projects.
Requirements
- Must be working on an Illinois state-funded capital project of $500,000 or more
- Must utilize registered apprentices for at least 10% of total labor hours per prevailing wage classification
- Apprenticeship programs must be DOL-registered
