Community-Based Economic Development (CBED) Loan Program
The CBED Loan Program provides small business loans of $50,000–$125,000 to eligible Hawaii businesses that support economic development in their communities, including retail establishments.

Eligibility
Small businesses operating in Hawaii that support economic development in their communities. Businesses involved in retail and other commercial activities serving local community needs are eligible.
Requirements
- Business must be located in Hawaii
- Must demonstrate community economic development benefit
- Must submit loan application and business plan to CBED Advisory Council
