Eligible nonprofit organizations across New Jersey that are at the greatest risk of terrorist attacks. Based on the federal Nonprofit Security Grant Program model but administered at the state level.

- Must be a nonprofit organization in New Jersey
- Must demonstrate elevated risk of terrorist attack
- Must meet NJOHSP eligibility criteria
