About this program

The Saint Paul Downtown Vitality Fund is a $5 million fund supporting projects that add vibrancy and investment in downtown Saint Paul. The fund includes $3 million for housing developments, redevelopments, or office-to-housing conversions and $2 million for economic development projects such as street-level commercial improvements, equipment with five or more years of useful life, and public realm enhancements.

Eligibility

For-profit businesses, nonprofit economic development entities, and housing developers with eligible projects in the Saint Paul Downtown Improvement District may apply through the interest form process.

Requirements

  • Project must be located within the Saint Paul Downtown Improvement District.
  • Housing projects must develop, redevelop, or convert units meeting Local Affordable Housing Aid affordability requirements.
  • Economic development projects must involve eligible capital improvements, equipment purchases with five or more years of useful life, or public realm improvements.
