DORS's Office for Blindness & Vision Services administers the Maryland Business Enterprise Program for the Blind under the Randolph-Sheppard Act; prepares legally blind individuals to operate vending, gift, or food service businesses in public facilities; OBVS also supports general self-employment for people with blindness or vision loss through DORS VR services.

Eligibility
Maryland residents who are legally blind or have significant vision loss seeking to operate a vending, food service, or gift business in a public facility; or blind/low vision individuals seeking general self-employment support through DORS VR.
