Texas Small Business Credit Initiative – Capital Access Program (CAP)
Loan enrollment program enabling participating financial institutions to make capital access loans of $5,000–$5 million to small retail businesses and other for-profit businesses in Texas.

Eligibility
For-profit businesses with fewer than 500 employees operating in Texas. Loans to non-profit borrowers are not eligible. Focus on traditionally marginalized businesses and those impacted by COVID-19.
Requirements
- Must be a for-profit business with 499 or fewer employees
- Must work through an approved TSBCI participating financial institution
- Loan amounts range from $5,000 to $5,000,000 under the Capital Access Program
