Eligibility
Vermont 501(c)(3) nonprofit organizations, educational institutions, local government, and municipalities with a Unique Entity ID (UEI). Groups without tax-exempt status may apply through a Vermont 501(c)(3) fiscal agent.

- Must have federal Unique Entity ID (UEI)
- Groups without tax-exempt status must use a Vermont nonprofit fiscal agent
