Maryland Veteran-Owned Small Business Enterprise (VSBE) Certification & Procurement Program
Maryland's state VSBE program directs designated agencies to spend at least 3% of contract dollars with certified veteran-owned small businesses; no cost to obtain certification; 3-year renewal cycle as of September 1, 2025; 2025 legislation (HB 500 / SB 426) created a new VSBE Reserve Program allowing agencies to solicit work exclusively from VSBEs; GOSBA administers with Maryland Department of Veterans & Military Families handling veteran verification.

Eligibility
Maryland small businesses at least 51% owned and controlled by one or more veterans; must meet SBA small business size standards under 13 C.F.R. 121.201; veteran status verified by the Maryland Department of Veterans & Military Families or SBA VetCert.
