Rail Freight Assistance Program (RFAP)
$25 million in FY2026 grants for improvements to the NJ freight rail system. Covers up to 90% of project costs. Applicants may submit up to 2 applications per grant cycle.

Eligibility
Owners and/or operators of short line railroads in New Jersey with an existing use and maintenance arrangement with the property owner. Must complete an Applicant Eligibility Assessment Form and receive Modal Grants approval before applying.
