Keystone STARS Continuous Quality Improvement (CQI) Award
Annual quality improvement awards for eligible child care providers designated as Keystone STAR 2, 3, or 4 in Pennsylvania. Funds support staff recruitment, retention, and quality improvement activities.

Eligibility
Child care programs with a current DHS regular Certificate of Compliance designated as Keystone STAR 2, 3, or 4. Award letters distributed starting September 2, 2025; funds for expenses incurred July 1, 2025 through March 13, 2026.
Requirements
- Must hold a valid DHS Certificate of Compliance
- Must be designated as a Keystone STAR 2, 3, or 4
- Award eligibility letter received from ELRC
