Alabama Disadvantaged Business Enterprise (DBE) Certification Program
The Alabama Unified Certification Program (ALUCP) provides one-stop DBE certification for construction contractors to access federally funded highway, bridge, and transportation contracts set aside for disadvantaged businesses.

Eligibility
For-profit small businesses at least 51% owned by socially and economically disadvantaged individuals. Businesses performing or intending to perform work in highway, street, bridge planning, design, major construction, or maintenance.
Requirements
- Must be a for-profit small business per SBA size standards based on NAICS code
- Must be at least 51% owned by one or more socially and economically disadvantaged individuals
- Owners must be US citizens or lawfully admitted permanent residents
