Plan to Achieve Self-Support (PASS)
SSA work incentive allowing people with disabilities to set aside income for a business or work goal without losing SSI cash benefits.
About this program
PASS allows SSI recipients (or those eligible for SSI) to set aside income and resources that would otherwise reduce their benefits to pay for expenses tied to a specific work goal, such as starting a business. Funds can be used for startup costs, equipment, training, supplies, and other business expenses. There is no fixed cap; amounts depend on the individual approved plan.
Eligibility
Must be receiving SSI or be eligible for SSI; must have a specific, attainable work goal (such as self-employment); must submit a written PASS application with a business plan.
Requirements
- SSI recipient or eligible
- Written plan with work goal (Form SSA-545-BK)
- Business plan for self-employment goals
