Massachusetts SDO WBE Certification – Women Business Enterprise (State Contracting)
Massachusetts SDO WBE certification formally recognizes women-owned businesses and qualifies them for the Commonwealth's Supplier Diversity Program (SDP); SDO is described as the most inclusive state supplier diversity office in the nation; in FY2024 the Commonwealth spent $3.78B with diverse and small businesses; FY2025 total of 6,192 certified firms (5.2% YoY increase); mandatory 2-hour pre-certification workshop required before applying; certification accepted across state agencies and by prime contractors; Bonnie Borch-Rote appointed as SDO Executive Director in December 2024.

Eligibility
For-profit Massachusetts businesses at least 51% owned and controlled by a woman or women who are U.S. citizens or lawful permanent residents; principal place of business must be in Massachusetts (or out-of-state businesses with home-state certification).
