Targeted Small Business (TSB) Certification and Loan Program
Low-interest loans up to $50,000 for certified Targeted Small Businesses owned by women, minorities, service-connected disabled veterans, or individuals with disabilities, usable for equipment, inventory, and operating costs relevant to retail operations.

Eligibility
Business must be majority owned (51%+), operated, and managed by a woman, minority, service-connected disabled veteran, or individual with a disability; gross income must be less than $4 million averaged over the prior three fiscal years; business must be Iowa-based.
Requirements
- Obtain TSB certification from Iowa Economic Development Authority
- Business gross income must be under $4 million (3-year average)
- Business must be majority owned and managed by eligible identity group
