Massachusetts EDIP (Economic Development Incentive Program) – Manufacturing Job Creation Tax Credits

Massachusetts's largest job creation incentive program; reformed by the Mass Leads Act (2024) to increase flexibility, transparency, and access; in FY2025 the EACC certified 16 projects for $214M in private investment and 959 new jobs — 9 of the projects were manufacturers; September 2025 round awarded $25.5M to 11 projects, 7 of which were manufacturers; December 2025 round approved $3M for 8 projects; EACC meets quarterly; state investment tax credits in exchange for full-time job creation commitments; Gateway City businesses also eligible for job retention credits.
