DOE Title 17 Clean Energy Financing Program

Federal loan guarantees up to ~$300 billion for innovative clean energy, manufacturing, and industrial decarbonization projects.

About this program

Through Title 17, the DOE's loan office (recently renamed Office of Energy Dominance Financing) provides federal loan guarantees for projects deploying innovative clean energy technologies and clean energy supply chains. Title 17 supports renewable generation, transmission, storage, industrial decarbonization, hydrogen, and critical minerals processing. Per IRA, conditional commitments using the expanded IRA authority must be entered into by September 30, 2026. Eligible categories include Innovative Clean Energy, Innovative Supply Chain, State Energy Financing Institution-supported projects, and Energy Infrastructure Reinvestment.

Eligibility

Project developers, manufacturers, utilities, public power entities, independent power producers, and state energy financing institutions. Projects must be commercially deployable in the U.S. and meet Davis-Bacon prevailing wage standards.

Requirements

  • Request a no-cost pre-application consultation with LPO/EDF
  • Submit Part I application with project description, financing plan, and economic model
  • Complete Part II application with detailed financial and technical materials
