Maryland's official MBE/DBE certification program administered by MDOT/DoSEM. Certified minority- and women-owned construction contractors compete for state contracts with a statewide 29% MBE goal. Applies to construction, maintenance, and A/E contracts.

Eligibility
Maryland-based businesses owned and controlled by socially and economically disadvantaged individuals, including minority-owned and women-owned construction and trades firms. Personal Net Worth cap of $2,192,035 (2026). Must apply for certification through DoSEM.
Requirements
- Must be a Maryland-based business majority-owned and controlled by a socially and economically disadvantaged individual
- Personal Net Worth of owner must not exceed $2,192,035 (2026 cap)
- Must apply for MBE/DBE certification through Maryland DoSEM
