About this program
The SBA 8(a) Business Development Program helps small businesses owned by socially and economically disadvantaged individuals access set-aside and sole-source federal contracts. Participants get sole-source contract awards up to $4 million (or $7 million for manufacturing), mentor-protege partnerships, training, and counseling over a nine-year participation period. In January 2026, SBA issued new guidance treating the program as race-neutral and no longer presuming social disadvantage based on minority status — applicants must individually substantiate disadvantage rather than rely on minority group membership.
Eligibility
U.S. citizens who are owners of small businesses that are at least 51% owned and controlled by individuals who can document social and economic disadvantage (under current SBA guidance, race alone does not establish disadvantage).
Requirements
- Verify business meets SBA size standards for primary NAICS code
- Document personal social disadvantage with specific instances
- Demonstrate economic disadvantage (net worth, income, asset thresholds)
