Discretionary income tax credit for Illinois professional services companies creating new jobs, providing credits equal to a percentage of new income tax withholdings for up to 10 years.

Eligibility
Companies with fewer than 100 global employees must create new jobs equal to at least 5% of worldwide employment or 50 new full-time jobs. Companies with 100+ employees must create jobs equal to the lesser of 10% of worldwide employment or 50 jobs, and invest at least $2.5 million.
Requirements
- Must create qualifying new full-time jobs in Illinois
- Companies under 100 employees: create at least 5% or 50 new jobs
- Companies over 100 employees: create at least 10% or 50 new jobs, and invest at least $2.5 million
