Nonprofits, businesses, economic development organizations, and political subdivisions. Eligible applicants can access both grant and loan funding for clean energy projects with matching investment requirements.

- Must undertake a qualifying alternative or clean energy project
- Matching investment of at least $1 for every $1 of program funds required
