About this program
The Strategic Investment Program is an Oregon incentive for very large capital investments. Salem-area projects can use local agreements to exempt a portion of large taxable investments while providing community service fees and local public benefits.
Eligibility
Capital-intensive businesses with very large qualifying investments in the Salem area that meet Oregon Strategic Investment Program requirements.
Requirements
- Coordinate with local government and Business Oregon before project commitments
- Meet minimum investment thresholds and negotiate local agreement terms
- Submit property, investment, employment, and community service fee documentation
