About this program

The City of Duluth administers HOME Investment Partnerships Program funds through its Community Development Program to create and preserve affordable housing for low-income households. HOME funds support locally tailored affordable housing strategies and partnerships with nonprofit, for-profit, and public-sector housing developers, including Community Housing Development Organizations.

Eligibility

Nonprofit housing organizations, Community Housing Development Organizations, for-profit developers, governmental units, and eligible project sponsors with affordable housing projects in Duluth may apply during the annual funding cycle.

Requirements

  • Project must be located in Duluth and create or preserve affordable housing for eligible low-income households.
  • Applicant must be an eligible organization or project sponsor under HOME rules.
  • Project must align with City housing priorities and HOME eligible activity requirements.
