The EDA Public Works program provides grants to communities, regions, and tribes for the construction and rehabilitation of essential public infrastructure that supports private-sector job creation, particularly in distressed areas including many rural regions. Eligible projects include water and wastewater systems, broadband infrastructure, business incubators, workforce training centers, science and research parks, intermodal facilities, and industrial sites. Awards typically require a 50% local match (with reductions for severely distressed areas).

State and local governments, Indian tribes, institutions of higher education, public and private nonprofit organizations, and economic development districts serving distressed regions; project area must meet EDA distress criteria.
