About this program

Concord’s Revolving Loan Fund was established in 1983 and capitalized with CDBG funds. Loans are used for economic development and improved housing opportunities for low- and moderate-income people, including real estate development, tenant fit-up, equipment purchases, housing renovations, and improvements to social service or childcare facilities.

Eligibility

Eligible Concord businesses, developers, housing projects, social service agencies, and childcare facilities with projects benefiting low- and moderate-income people.

Requirements

  • Project must create economic development or housing benefit for low- and moderate-income people
  • Submit loan request, project budget, borrower financials, collateral, and public benefit information
  • Negotiate terms with the city and comply with loan agreement, reporting, and repayment requirements
