Massachusetts's flagship cannabis social equity grant program administered by EOED through the Cannabis Social Equity Trust Fund; FY25 cycle awarded $26.5M to 181 businesses (grants $25,000–$500,000 based on business stage and license status); FY26 cycle opened October 31, 2025 and closed December 11, 2025; four grant tiers based on license status; pre-licensed businesses eligible for up to $25,000; licensed establishments eligible for larger amounts; FY27 annual cycle expected; email CannabisEquityFund@mass.gov for questions.

Eligibility

Massachusetts cannabis businesses with majority ownership comprised of CCC-certified Economic Empowerment Priority Applicants (EEAs) or CCC-certified Social Equity Program (SEP) Participants; both pre-licensed cannabis businesses (intending to apply for CCC licensure) and licensed Marijuana Establishments and Medical Marijuana Treatment Centers are eligible.

Requirements

  • Majority ownership by CCC-certified Economic Empowerment Priority Applicants (EEAs) or Social Equity Program (SEP) Participants
  • For pre-licensed businesses: duly organized business entity in good standing in Massachusetts intending to apply for CCC licensure
  • Apply through CSETF's online Submittable portal when NOFA is open
