About this program

The City of Morgantown created the ARPA Facade Rehabilitation and Interior Improvement Grant Program to encourage private investment in downtown and waterfront commercial buildings and businesses affected by the COVID-19 pandemic. The program provides reimbursable grants of up to $20,000 for facade rehabilitation or interior improvements in the city's B-4 General Business District, with a required 30 percent applicant match. Eligible projects must improve the appearance and vibrancy of the district and must be approved before work begins.

Eligibility

Commercial building owners and business owners in Morgantown's B-4 General Business District may apply for eligible facade or interior improvement projects.

Requirements

  • Property or business must be located in Morgantown's B-4 General Business District, including downtown Morgantown and the Wharf District.
  • Property owners must provide a copy of the deed, and business tenants must provide a signed lease of at least two years plus a property owner endorsement letter.
  • Construction work must not begin before application and grant approval.
