About this program

Business Use Incentives for Large-Scale Development, known as BUILD, helps companies undertake major investment and job creation expansions in Missouri by providing low-interest loans through tax-exempt revenue bonds and associated tax credits. Bond proceeds may finance qualified manufacturing production facilities, equipment, public or private infrastructure, or other approved capital improvements, but not working capital, inventory, or operating costs.

Eligibility

Eligible applicants are large business projects in manufacturing, processing, assembly, research and development, agricultural processing, services in interstate commerce, or qualifying office industries that meet major investment and job creation thresholds.

Requirements

  • Eligible non-office industries must invest at least $15 million in an economic development project.
  • Eligible office industries must invest at least $10 million in an economic development project.
  • Project must create at least 100 new jobs, or 500 jobs for an office industry, or 200 office-industry jobs in a distressed community.
