HDOT Disadvantaged Business Enterprise (DBE) Certification Program

HDOT DBE Program certifies small businesses owned by socially and economically disadvantaged individuals for participation in federally-assisted transportation contracts, including highway, airport, and transit projects. DBE goal is 29.05% for FHWA contracts.

Eligibility

For-profit small businesses at least 51% owned and controlled by socially and economically disadvantaged individuals. Must not exceed $28.48 million in annual gross receipts (3-year average). Owner personal net worth under $2.047 million. Individualized proof of disadvantage required under October 2025 revised rules.

Requirements

  • Must be a for-profit small business based in Hawaii
  • Must be at least 51% owned and controlled by disadvantaged individuals
  • Must meet annual gross receipts cap ($28.48 million)
