About this program
The Duluth Housing Trust Fund provides flexible gap financing to support neighborhood-scale housing development across the city. The City program offers short-term construction loans for infill, rehabilitation, conversion, affordable housing, market-rate housing, utility infrastructure, blight removal, and environmental costs needed to complete housing construction or redevelopment.
Eligibility
Developers, builders, contractors, nonprofit housing organizations, and project sponsors working on eligible housing development, rehabilitation, or conversion projects in Duluth may submit a pre-application.
Requirements
- Project must be located in Duluth.
- Project must involve eligible new construction, redevelopment, rehabilitation, conversion, or related housing infrastructure costs.
- Applicant must submit a pre-application for City review.
