About this program

The City of Utica Facade Improvement Loan Program uses HUD Community Development Block Grant funds to help rehabilitate blighted commercial buildings in target commercial areas adjacent to residential neighborhoods. The program provides up to $22,500 as a forgivable loan for eligible exterior improvements such as painting, restoration of exterior materials, doors, windows, signs, exterior sign lighting, display area lighting, awnings, window boxes, and permanent planters. Funding is reimbursement-based, requires a 25 percent non-federal owner contribution, and is secured by a note and mortgage for a three-year monitoring period.

Eligibility

Owners of eligible commercial properties located in the City of Utica Facade Program target area whose properties are current on applicable property taxes and whose projects meet HUD, city, building, zoning, scenic, and historic requirements.

Requirements

  • Own an eligible commercial property in the City of Utica target area
  • Be current on applicable property taxes before award
  • Use funds only for eligible exterior facade improvements visible from publicly owned space
