USDA Higher Blends Infrastructure Incentive Program (HBIIP)

USDA grants helping fuel retailers and biofuel infrastructure providers install higher-blend biofuel pumps and storage.

About this program

HBIIP provides cost-share grants to expand the sales and use of higher-blend renewable fuels such as E15, E85, B20, and biodiesel. Eligible recipients include transportation fueling facilities, biodiesel terminal operations, fleet operators, and fuel distribution facilities. Grants can cover up to 75% of total eligible project costs (up to $5 million per project). HBIIP continues to operate with annual NOFOs, supporting bioenergy infrastructure across the country.

Eligibility

Transportation fueling facilities (retail and wholesale), biodiesel distribution terminals, depots, mid-stream partners, fleet operations facilities, and bulk plants in the U.S.

Requirements

  • Register on SAM.gov and Grants.gov
  • Monitor USDA RD HBIIP page for active NOFO
  • Submit application via Grants.gov with project plan, budget, and cost share commitment
