About this program
The Flexible Rebate Program helps eligible primary employers offset costs tied to expansion, retention, facility improvements, fixed assets, and city taxes or fees paid for eligible investment in Boulder.
Eligibility
Licensed businesses operating within Boulder city limits that meet the city definition of a primary employer, generally generating at least 50 percent of revenue from outside Boulder County.
Requirements
- Apply before or during eligible expansion or investment activity
- Provide business license, primary employer documentation, project scope, costs, jobs, and city tax or fee information
- Enter into any required agreement and document eligible expenditures before rebate payment
