CLIMBER Loan Fund (Colorado Loans to Increase Mainstreet Business Economic Resiliency)

State-backed working capital loan fund providing below-market-rate financing to Colorado small businesses negatively impacted by adverse economic conditions. Loans deployed through participating lenders, CDFIs, credit unions, and nonprofit lenders.

About this program

Below-market interest rates with 6-month principal deferral (up to 12 months with Program Manager approval). HB 26-1003 may transfer $5M to Colorado Startup Loan Program in June 2026. Governor's FY 2026-2027 budget includes proposed $15M cut, so timing matters.

Eligibility

Colorado small businesses with 1 to 99 employees that were financially stable before economic downturns but now need working capital. Special consideration for rural, distressed, and underserved areas, including low- to moderate-income communities. Must apply through participating lender.
