IDOT Rail Freight Loan Program
Low-interest loans (with grants possible in special circumstances) to communities, railroads, and shippers to preserve and improve rail freight service in Illinois. IDOT has programmed $12.8 million for freight rail improvements through FY2029.

Eligibility
Communities, railroads, and freight shippers proposing projects to preserve or improve rail freight service in Illinois. Projects must pass a benefit/cost analysis with a ratio of 1.0 or greater.
Requirements
- Projects must have a benefit/cost ratio of at least 1.0
- Must focus on improving access to markets or maintaining transportation cost savings
- State participation used to leverage private investments
