Rural Jump-Start Program
Tax incentive and matching grant program for new businesses establishing in designated rural Colorado counties. Provides 100% relief from county and state income taxes plus matching grants.
About this program
Tier 1 Just Transition communities (Moffat, western Montrose, Morgan, Pueblo, Rio Blanco, Routt counties) receive enhanced grant up to $25,000 vs. standard $15,000. Provides 100% relief on county/municipal personal property tax and 100% relief of state income tax for qualified new hires. Stackable with Enterprise Zone, Historic Preservation, and Advanced Industry credits.
Eligibility
New businesses establishing in a designated Rural Jump-Start zone (35+ rural counties including Pueblo, Mesa, Garfield, Moffat, Routt and others). Business must not directly compete with existing Colorado businesses. Tax benefits accept applications through 12/31/2030; grants through 6/30/2028.
