GEMS GEM$ On-Bill Financing — Rural Health Centers
HGIA released $18 million in GEMS loan capital specifically including rural health centers to finance clean energy improvements such as solar PV, storage, heat pumps, and commercial energy efficiency upgrades, repaid through utility bills.

Rural health centers, nonprofits, and small businesses in Hawaii. Available on a first-come, first-served basis.
Requirements
- Must be a Hawaii-based rural health center, nonprofit, or small business
- Must install qualifying clean energy improvements
- Must participate in on-bill repayment through utility
