Maryland DORS RISE Program – Reach Independence through Self-Employment

Maryland's named self-employment track within DORS vocational rehabilitation; RISE (Reach Independence through Self-Employment) is the formal DORS program for individuals who want to start their own business; eligible DORS consumers take two self-employment courses, write a business plan reviewed by business and banking experts, and receive DORS-funded goods/services to support the business; confirmed active with DORS receiving $62M in FY2025 federal VR grant funds; no Order of Selection barriers indicated for Maryland.

Eligibility

Maryland residents with a disability that is a barrier to employment who are eligible for DORS vocational rehabilitation services and have a viable business opportunity in an integrated community setting; proposed business must generate significant income; hobby-type businesses and sheltered setting businesses are not funded.

  • Apply for DORS vocational rehabilitation services and work with a DORS counselor
