Mesa uses Government Property Lease Excise Tax agreements as a redevelopment incentive that can provide an eight-year property tax abatement for qualifying projects in designated redevelopment areas, helping make adaptive reuse, infill, and redevelopment financially feasible.
Eligibility
Developers, property owners, and businesses pursuing qualifying redevelopment or adaptive reuse projects within eligible City of Mesa redevelopment areas.
Requirements
- Coordinate with Mesa Urban Transformation or redevelopment staff before project commitment
- Show project location, public benefit, redevelopment need, and investment plan
- Negotiate and comply with GPLET agreement terms and reporting
