HGIA's GEM$ On-Bill Financing provides below-market loans for Hawaii small businesses including restaurants to finance clean energy improvements such as solar PV, heat pumps, and commercial energy efficiency upgrades, repaid through monthly utility bills.

Hawaii-based small businesses including restaurants and food service operators. Available on a first-come, first-served basis from $18 million currently available.
Requirements
- Must be a Hawaii-based small business
- Must install qualifying clean energy improvements
- Must be a ratepayer of a participating Hawaii utility
