Maryland MDOT MBE Certification – Disability-Owned Business Track (State Contracts)
Maryland's MBE law explicitly includes persons with disabilities among the groups presumed to be socially and economically disadvantaged; MDOT MBE certification is available to disability-owned businesses; state agencies must meet a 29% MBE goal; the federal DBE Interim Final Rule (October 2025) does not affect the state MBE program; MDOT holds monthly application assistance workshops.
