California HVIP – Clean Truck and Bus Voucher Incentive Project
HVIP provides purchase vouchers of $20,000 to $420,000 for California buyers of eligible Class 2b-8 zero-emission medium and heavy duty vehicles. Over $140 million in incentives reopened in 2025. Voucher amounts increased significantly for small fleets.

Eligibility
Individuals and businesses in California purchasing eligible zero-emission or plug-in hybrid medium/heavy duty vehicles from registered HVIP dealers. Small fleets receive enhanced voucher amounts.
Requirements
- Must purchase an eligible HVIP-qualified zero-emission or PHEV vehicle
- Must purchase from a registered California HVIP dealer
- Vehicle must be Class 2b-8 with minimum 35-mile all-electric range
